Yes. A picture window is fixed, so it has no sash gaps for river wind and rain to work through, which makes it the tightest-sealing style for an exposed waterfront wall. The triple-pane Low-E glass frames the whole river view while cutting the heat and cold that move through the glass, so you get the water without the draft.
Do picture windows open?
